Season beef with garlic powder, onion powder, red pepper flakes, paprika, green seasoning, salt and Worcestershire sauce.
To a pot over high heat add oil. Add beef and brown until all the liquid has evaporated.
Add tomato paste and stir to combine. Add onion and cook for about 2-3 minutes. Add beef stock, bay leaf, rosemary and thyme.
Bring to a boil and reduce to a simmer, cover and cook until tender. If using a pressure cooker, pressure on high for 20 minutes that release the pressure.
When beef is tender, but not falling apart, add carrots and potatoes and cook for an additional 20-25 minutes or until the vegetables are tender. Remove from heat and serve over rice.
