Add oil to a pot over high heat; when oil is hot add onion and garlic and sauté for about 3 minutes, or until softened.
Add tomato paste and cook for about 2-3 minutes, stirring frequently.
Add rice, water, crumbled bouillons, cumin and salt and stir. Bring to a boil, then reduce heat to low and cover pot.
Cook for 20-25 minutes or until rice is tender, then garnish with chopped parsley
