In a pot over high heat, add oil and ground turkey. If using ground beef do not add any oil. Brown turkey while breaking up into small pieces.
When turkey has browned, add onion, garlic, salt, black pepper, paprika and dried basil and stir to combine. Cook for about 3 minutes until the onion softens then add tomato paste and mix then cook for an addition 2-3 mins.
Add chicken broth and milk and then bring to a boil before adding macaroni pasta. Cover and reduce to medium heat and cook until the pasta is al dente, stirring occasionally to prevent the pasta from sticking to the bottom of the pot.
When the pasta is cooked, turn off heat and stir in grated cheddar cheese. The sauce will thicken as it cools. Serve warm with a vegetable on the side.
